The same reason we pay President Bush to:
1. cut brush on his ranch while Americans are dying in a war he started

2. not mention Veterans in his SOTU address

3. not attend yesterdays dedication of a new hospital for wounded veterans

P.S. Let's make sure we check Bush's record of attendance while running in 2000.
