It is my recollection that "membership in good standing" in any county central committee is not a prerequisite for membership in the state central committee.
Although I am no longer on the Rules Committee nor I am a NM resident, I would opine regarding the challenge as follows:
Rule 10 of the County Central Committee cannot control the qualifications for membership (in good standing or otherwise) of the state central committee. Only the state party can set the rules for qualification and standing within its' body for its members. Specifically, Rule 10D's provision which limits the voting rights of those who do not pay their dues can only limit those rights to the members of that body (i.e., the County Central).
Any challenge based upon unpaid dues from a county central committee should be dismissed.
For what it is worth this is just my opinion and it is free. If any one has anything to counter my opinion, I would be more than willing to listen (read) and thereafter respond.

I think you can blame Heather and her stand on the Iraq war for her loss in Bern. I realized when you slammed Iglesais for doing his military duty and spending all those days out of his office in the Reserves that you would say anything(true or not) to defend yourself.
Your defeats in political races makes it tough to be a bully on your own. Heathers weakening makes it even tougher
Fred, Mr. Iglesias is the one who indicated that his fondest memories of serving as the US Attorney was of foreign travel. He WAS NOT talking about doing his military duty.
With a solid GOP county organization in Bernalillo County, Heather could have easily won. Instead, of getting out the vote in Republican precincts during the last 72 hours, the Bernalillo County leadership team was throwing picnics in the park in Democratic strongholds.
I take it, having his picture taken with Jenna and the other lady was a bad thing.

Now do you understand why Republican cries of "voter fraud" are phony? Do you now understand why others call it voter suppression?
Other than that, this is just a little too much inside baseball for me. But it does confirm my suspicion that Republican leadership at all levels is full of criminals, con artists, and cut throats.
I would like to state I heard a Republican Representative, I do not know her name but I agree with what she asked Allen Weh to do for the state.
