I hate to break the news to Gov. Richardson but there is a State Constitutional mandate that a 30 day secession has but one primary focus it is budget, budget, budget not health care. Yes he can add things to the agenda but he cannot make them more important than budget. If he does not understand that then he does not and has not read the State Constitution.
