Any argument that surpluses should be refunded, as a matter of course, is I think, specious.
The discussion should begin with need and waste. Only when that discussion is finished; do we know if there is indeed a surplus; or perhaps even a deficit.
Taxpayers have inadequate control over their tax dollars; and their power. They are offered only simplistic explanations of the use or abuse of both.

Ched did you just move here from New Jersy? In New Mexico Need is assisted housing for insiders with incomes of $60-90K...waste is building a road to Farminton and simplistic explanations are a way of life. Uh, red or green?

So we're going to see our Republican Legislators dig their heels in and demand this surplus be returned to taxpayers and not spent on pork to glorify politicians? Right? I said, "Right?"

No, we are going to set a precedent where in a publically elected board is compelled surrender control of the power which rightfully belongs to the people. And when the people have real control over their power, it will be spent differently.

Yes it should be a snap, on a scale New Mexico is not even a large city it has a lot of good smart people, why not be a model for good efficient government? Or at least make me feel like my vote is actually counted.
