What we are likely to get, especially if the City's Environmental Health Department has a hand in this, is a flood of poorly conceived and poorly executed marketing. There will be little in the way of meaningful regulation or initiatives. Aside from the cost (and I agree, it will be as expensive as it is feckless), I wouldn't worry too much about the "hassle"...
