There's little that is original in the above URL, but it does forecast some difficulty for those who find themselves
with an empty bucket.
I'm surprised that the Realtor groups have not screamed bloody murder over the ruling. Perhaps they are circling the wagons and we'll see some action in the next regular legislative session ... or, not?

The realtors aren't worried because their pet mayor Marty and his GOP and DINO stooges on the city council will ensure that city water is extended to new sprawl developments on the taxpayer dime.

This is going to drive illegal well drilling. If the bureaucracy presents too many obstacles, the people will just take what they need. Stealing water could be considered a hobby around here.
In the mean time...
A big multi-national (Italy) water corporation just proposed drilling into the aquifer in the San Augustin basin to drain it as fast as possible. The fact that this guy is being allowed to drill pilot wells 300ft deep in this state makes me lose respect for the politico's notions of denying water to proper NM landowners paying property taxes.
Is the state engineer more interested in letting the would be greedy corporations privatize the water for profit? I hope people will consider what this state will look like if the water table drops too far.
Water used for ag does mostly recharge the ground water minus evaporation. Keep the corridor green.
