I thought workers were responsible for their own transportation costs to work. So this will mainly benefit workers, not the state budget.

I haven't head that state offices will be open fewer hours because of this change -- it could allow them to be open longer hours. Flexible work time has been found to greatly improve morale, at no extra cost.
