I did see that. Granted the good aspect is I have not seen a huge effort to go after the funding of research development.

I have to cede the point about funding something that is in another country before approval of said country. I say make the money available to encourage the countries to know we are serious. What if they say yes...piss off the USSR...then turn around and find the US is not funding it.
