Toni: I think it has to do with how chickens/foul are raised there by the familys as a food source. They are elbow to bill/beak and the close proximity is a perfect incubator. In Africa - no chickens/ducks ... America, Europe ... we have rules. South America ... well, they have other problems.

Steel: Yeah, we did that with SARS and it worked quite nicely. However, the PRC is acting rather dangerously by hiding the extent that SARS/Flu/HepB problems they are having to keep their Olympics gambit on course.
