Well when that song was written in the mid-60s I think Bob Dylan was still going out with Joan Baez (tho I might be wrong). I don't think Johanna Rothman was born then but that doesn't mean he can't be going out with her too. After all, I hear he's quite a ladies man. In this case, however, I was just playing around with the name. I assumed that it would be obvious but to those who are not familiar with the song there is no reason it should be.
