As the IDF is the legal military arm of the Israeli government, and as those Israelis helping enforce government policy by living in settlements on disputed Israeli property. it is certainly an act of terror for an unregulated Arab militia to attack any Jews in those developments.
Worse, it is a crime against humanity.
As usual, Israels fanatical apologists never let small factual details, like the Geneva Conventions, get in the way of their lame excuse-making.
