This is not a "solution" for addiction. It's a way to handle addictions.
There are 2 things that need to be done to prevent people from getting into heroine and junk like that:
- prevention through education
- making sure there is no heroin available to be bought
It's comparable with "preventing" illegal mp3's being downloaded from the internet. Going after a couple of unfortunate souls that have a few gigs of downloaded music and fining them for retarded amounts isn't gonna help the situation one bit. The only real solution is making sure there are no illegal mp3's available for download.
That's the only way to really stop it. Go after the dealers and punish them. Meanwhile, go after the users and HELP them instead of punishing them.
