Have you noticed which firm of accountants has been brought in to conduct one of the thousands of investigations? PricewaterhouseCoopers, the people who didn't spot what Leeson was up to when he was killing Baring's off!
And as for having at least five separate investigations (I was a bit over enthusiastic in the previous paragraph) must be an excellent way of making sure that the evidence is all trampled underfoot, and lost in the resulting scrum. Then all the reports can truthfully say "we found no evidence ... "!

The HMRC problem is mirrored in the Border and Immigration Agency.
A reduction in Immigration Officer headcount, particularly in the number of IOs deployed 'at the border', whilst 'e-Borders', the system supposed to make that sort of reduction possible in the face of increased traveller numbers is at least 3 years away.
All being forced by a cut to the overall Home Office budget.

Why the assumption that an immigrant is more likely to have criminal intentions than a UK national with access to the data?
I'm trying to work out if it is tongue-in-cheek, but if it is it fails and just sounds a bit racist really.
