what makes you think the children are orphans?
I knew 5 hungarians who rented a house, and then sublet it to another 7 hungarians. So 12 in all in the house.
They were all working, some of them for the council, others unofficialy, but they certainly were not living off the state. Indeed, their resourcefulness always amazed me. Funnily enough, at least half of them went back to Hungary although they were probably replaced.
It is true that there was no British spongers before the eastern Europeans...
Who's paying...
No one's paying.... they just live 10 to a room!
Lving in dorms is not that bad if it allows you to save up some money and bugger off.
