The problem then is working one's way back from the numties up the ladder to each stage which reinforced that letting the drowning take place was OK.

The next problem is that neither you nor I have time. So who should carry out this investigation? Certainly not anyone appointed by the government.

Letters- yes, I think the old-time Specials had similar powers. But as I understand it- and I may be wrong- the recruitment standards for Specials are some way North of those for PCSOs
