Delighted to read a cogent exposition of the vague, unformed concerns that have been floating about in my mind of late.
One thought: could we embarrass even these thick-skinned swine by emailing the Treasury, innocently requesting sight of the budget speech in question? I'm off to do just that.

In Canada, we had the parallel of Gordo. He was Paul Martin, 10 years finance minister under Liberal Party (read Labour) leader PM Jean Chretian. They were jealous enemies.
He claimed to have slain the deficit, which had been run up through 20 years of Liberal Party drunken spending from the 1960s to '80s. In fact, the interregnum of the still-hated (Conservative in name only, CINO) Brian Mulroney introduced a VAT (pronounced GST in Canada, eh?) that raised an additional $15billion per year. No wonder Paul Martin "slaid the deficit".
Finally, Quosimodo became PM, and was as inept as Quasi-Gordo.
