Are you sure it was the abolition of the death penalty which is behind the crime wave, or could it be the simultaneous introduction of parole and suspended sentences? If we want to reform the justice system we should look at stiffer sentences and sentences meaning sentences before we start thinking about the death penalty.
It's not so much the threat of a stiff sentence that's a deterrent as the odds of actually getting caught - which nowadays, thanks to our largely office-bound police "service", is vanishingly small, and may thus have some bearing on the increase in the rates of crime.

Bail is another problem.
Commit an offence and be out next day.
I think it was in Copperfield's book where a man is arrested for breach of his bail conditions [ turning up at his ex wife's] and then released on bail!!?
He is re arrested soon after hiding in the wife's garden with a can of petrol.
Education/Banking/Health/ Transport are all very difficult to solve.
Law and Order isn't. Spend what is needed. Cut out the bollocks softy approach for re offenders and put proper policemen in charge.
Come on we are talking about the kids that in 10 years will be fully grown criminals. Hit them while they are young, if they are envolved in anti social behaviour send them to a turn of the century style army camp,
put some dicapline back in.
I also think the same should be done with kids that leave school at 16 with no qualifications and just sit about doing nothing. As it is generally these people that go on to fuel anti-social behaviour.
Well lets face it what else are they going to do when we are paying them to sit on thier ass and do nothing.
Today I heard that the Childrens & summut else Dept is funding half a dozen pilots that try to ensure the kids with nuffin to show from school use their allowance (£33 per week) to do character enhancing things. The scheme in Sunderland is reported as having positive results such as families doing things together for the first time for many years.
