As a former Civil Servant with 6 years at the bottom of the mushroom heap (AO - mushroom first class), this comes as no surprise whatsoever.

Until Senior Civil Servants (Grade 5 and above - with Grade 1, I believe, being the Permanent Secretaries in each Department) and Senior Managers (Grade 7 and above) can be dismissed for misuse of public funds, this kind of incompetence will continue.

For myself, I would love to see some scheme put in place whereby incompetent Senior Managers and above in the Civil Service can be surcharged in the same way that Dame Shirley Porter and co-criminals were ( http://en.wikipedia.org/wiki/Shi.../ Shirley_Porter ).
