The "Kisser" story is brought up, concerning such matters as these, in the Comics Journal Dan Decarlo interview from a few years back.

Regarding the glamour walk-ons in the Archie comics, this has always seemed to me to be an Archie comics trademark. Many of the stories feature prominent, gloriously made-up women who have nothing whatsoever to do with the plot...usually they're just walking by in the foreground, or grinning blankly at the reader over somebody's shoulder.

One of the wonderful things about Archie is how it encapsulates the fads and clothes in particular eras...that's what the walk-ons do for me. They're "fad horses." But usually they ARE drawn in the house style (two or three upturned eyelash-tips), so these examples you've given are pretty weird.

I've often thought they were either the products of horny artists, or a way for them to draw somebody OTHER than the main characters, or somebody's fashion-design outlet. Then I think they became a sort of trademark that's perpetuated today.

As for Betty kissing girls, GOOD FOR HER! The Riverdale boys pretty much suck.
