The Max in Formerly Known As The Justice League was an andorid (or cyborg, whichever).
However, the Max in Countdown had his metahuman power, so I do not believe he is still Lord Havoc (and what a dumb plot the FIRST "Max Lord is EVIL!" story was).

I can't wait for the reviews for V for Vendetta, which will no doubt all include "now, if it had been faithful to its source material, like Robert Rodriguez' adaptation of Frank Miller's SIN CITY"...gone, gone, gone are the day where critics don't pay attention to that shit.
