I don't think it was ever intended to be a new incarnation of Uncle Sam himself, as a new, competing symbol of America, intended for ee-vil until the Spectre liberated him.

The Clark Kent/Uncle Sam sequence reads like every Bush speech from the last five years. I like it better in a comic book.

I think it's actually during Our Worlds At War that he went back to being Uncle Sam. It happens at some point around there, anyway, in a Loeb/McGuinness Superman issue.
How do I know this? Because I signed up to get every OWAW crossover. I hadn't learned my lesson yet.

I still think the best Uncle Sam bit occured in a Hawk & Dove story, and consisted of the following dialogue:
Hawk: DAMN the Constitution!
Uncle Sam: Son, them's fightin' words!
[Cue fight scene]

Martin - Thanks for letting me know...I thought the Patriot may have popped up again somewhere, but I couldn't remember where.
And he wasn't a direct replacement for Uncle Sam, no...I was simplifying things a bit. It was established in this story that the American Spirit took many forms over the country's history...Uncle Sam was the last, the Patriot was his "replacement," as it were.
Vic - Yes, indeedy. John Ostrander really liked to revisit certain stories and ideas from other books that one wouldn't expect to be revisited. (See also his "Firestorm learns he's a fire elemental" story, which owes a lot to Alan Moore's "Swamp Thing as elemental" story (complete with a John Constantine-a-like.)
David C. - That's the Golden Chain...of LIBERTY! (I'm assuming.)
Devon - Ah, thank you...maybe I should work up a Patriot checklist for all those Patriot fans out there.
Chris - I didn't sign up for every OWAW crossover, but I think I ended up with the majority of them simply by default. I READ TOO MANY COMICS.

The Patriot went back to being Uncle Sam after the events of OWAW, claiming the "Ultra 90's" craziness that had been going on prior had caused his change into The Patriot.
