People shave long-ahired cats in the summer in warm climates. It's pretty unbearable for them if you don't at least cut their hair short. But this cat didn't even have long hair. Don't get the hairy Uggs look. So 2004.
Actually, I have to get my cat groomed (shaved) all the time. I don't shave him like this though. He has really thick fur and he gets dandruff. Poor little guy can't bathe properly so mommy has to help him. Shaving helps and I can't put him in the tub by myself cuz he will slash my eyes out with his claws trying to escape the water.

We had this happen to us, we used to own two 100 yrs old warehouses, built at different times,that were stuck together, we had our retail store in them. While remolding the buildings a cat followed the sewer line dug out and got stuck between the buildings. We had to get the fire department out there and bust into a wall to get the damn cat out, the cat was fine and a fireman kept the cat.
