I agree with your practical analylsis, but I can also think of another way the detector could be used.
If the detector could be in a liquid form, and non-toxic, perhaps bars could dip glasses in the liquid and the glass would turn blue or something if a drug is dropped in it. I could see a bar advertising that they do this to attract a female clientel. Also, if it caught on, I could see a bar getting sued for not using it, kind of like being sued for having an unsafe parking lot. This would spur widespread use.

Or, it could be embedded in the glass itself (or maybe plastic cups), which would also be cool. Still, the huge part that non-drugged alcohol plays in rape makes me think that the substance that is actually contributing most to the problem is what you're paying $3.50 a pint for.
Actually, this is tangential, but I once mentioned in passing that rapists don't use rohypnol because alcohol is the most effective date rape drug. I was at a bar with a few friends and few people I didn't know, and one guy replied that "No, the most effective date rape drug is stupidity." I asked him to clarify, and yes, he meant that women are raped because they're stupid. I did a good job of telling him what's what and left immediately. It's rare that anyone has ever made me that angry.
