It's Kenneth Feinberg who's in charge of the TARP oversite on the executive pay but the problem is that since this has never been done before he really has no power to do anything other than advise the companies as to what they can do. Nothing like having a tiger with no teeth.
My opinion is to go after the SEC for not doing their job.
