The 30-seconds thing is a rewind--it's a mark of respect for the track, if the DJ cuts into it in the middle, to rewind it and start it over from the beginning. Like, "This tune is so hot we need to hear ALL of it."
DJ's that rewind ALL the time can be a little annoying, but when used tastefully it's pretty badass.
i can see how it would be cool if used sparingly, but this was literally every other track. the MCs didn't seem to be too into it, either. it seemed like it was catching them off guard most of the time. but now i know that it's a tradition, and wasn't just the dj fucking up.
rewinds are supposed to be dictated by the crowd, i.e. shouting, lighters in the air, extra-frenzied dancing. some dj's just decide that they're going to be arbitrary rewind masters for the night. i once heard a dj rewind a track like 15 times in a row because the crowd went bidonkulous every time. it just depends on the tune and how into it the crowd is.
