The weird thing about this survey is that it's clear the person writing it doesn't understand that IBM Rational Application Developer and WebSphere Studio are built on top of Eclipse already; and with JBuilder and JDeveloper heading into the Eclipse fold, that makes 5 out of the 11 platforms tested based on the Eclipse platform. That's what's important to take from this graph

Sure. I saw several contradictory paragraphs on the report, specially talking about commercial and open source IDEs. Anyways, who cares, marketing stuff...
