Have you thought why your observation on flooding might be so? ie it floods more in the south than the north. I think its useful to go the next step to get to the why this might happen.

I don't know. I was thinking maybe they have worse drains in the South. Like the council isn't willing to spend the money.
Although if I had to give a more serious answer I would say it's probably more to do with the state of the infrastructure than the cheapness of the Council. The south is older, more condensed, probably had less planning put into the storm water issues. They just grew up and then had to accommodate the growth.
It could also be something to do with the fact that the north is quite high above sea level and most places north of Hornsby are on a ridge so water disperses better. The south is flatter so when it rains hard the water has to funnel to the sea and the drains don't cope as much because it's got further to go.
