i think he's making certain concessions to butter up the opposition.
i dont agree with it. i doubt it will work, but i think i understand his strategy [as misguided as it may be].
he's not going to win the left over by giving in to some of their key whining points. he forgets Dems are the party of Daddy Government, high taxes and handouts.
the more he gives, the more they'll expect.
there'll be no give-and-take with that crowd.

He's been doing this since he took office. His "new tone" was supposed to facilitate bipartisan cooperation on key issues.
He even went so far as to partner with Ted Kennedy on "No Child Left Behind".
Despite such overtures, he's been the recipient of calumny and slander never before witnessed by us in our 35+ years of following this stuff.
He needs to realize that the Disloyal Opposition is as intractible as al Qaeda.
