Higher parking fees mean easier parking for the rich, no parking for the poor.

Absolutely true. It also means fewer cars on the street and less congestion generally, which provides a benefit to the society as a whole.
Even something like Ken Livingston's inner city car fee, which has worked remarkably well in London, suffers the same problem.

A different solution is parking rationing. The city assigns a parking quota to each resident. Possibly, the rations would be transferable. The residents can then decide if they want to use their quota fully or sell some of it, and if so, for how much.
