The galling thing is that the government wouldn't let through genuine rescue efforts of food or medical supplies - how dare the free world help when we can't help ourselves, it makes us look bad! - but the condoms? We must not fail!
Not surprising. Family planning clinics rolled out something similar after Hurricane Katrina. People have needs but I think those are prioritized needs. . .
