However, in answer to your question... the funding for politics is controlled by campaign finance law. Even under McCain-Feingold, politicians can accept limited amounts of money, while unlimited donations to the parties are acceptable.

The current power is with the parties, not the candidates (although some, on both sides, are effectively free agents).

Continuing, neither party wants third parties to rise, so neither party will lend support to this measure, so neither party's mouthpeices will back it, and.... fizzle. Not to even mention the impossibility of having 3/4s of the States ratify such a move.

I haven't blogged about the Electoral College lately, but I do have some idea of what I speak.
