That thing is definitely a sentient robot--and it's tough to tell. If those things by his head are his hands, I'm guessing he was a worrysome Marvin-esque frybot (probably worried that everyone would eat his delicious innards).
But if his hands are at the bottom, then he's a shuffling cool-bot. Which would match his shoes.
