I don't know much about the state of HIV education in Venezuela in particular. But in general, one of the biggest barriers to effective containment of HIV is the social stigma too often associated with the disease. If people are afraid that they will lose their jobs, be shunned by their friends, or disowned by their families for being HIV-positive, that is a very big disincentive for getting tested, let alone for seeking treatment. A crucial part of the fight against HIV is challenging this stigma.
