I think you missed the point. No one is complaining about a few lawmakers choosing to refuse the gift. Muslims were upset, and rightly so, that in the process of declining the gift, a few lawmakers defamed their religion by saying "the Muslim holy book condones the killing of innocent women and children."
One could refuse a gift without having to act in such an insecure and defamatory way.
