One huge way you could relieve that pressure is to legalize marijuana, reap the taxes, and stop criminlizing our citizens for the goods that your state representatives support. Obviously the money is too good while it is illegal, or at least personally for some of them to legalize it. They are the ones stealing your taxes. Go get'em.
