I am assuming the reason they did that with torah reading was because the chabad shul did not have a minyan of men so they treated the torah reading as a class rather than part of the service...

Anon - They did have a minyan. It wasn't the Torah reading they did that way -- it was an English reading of part of the Torah reading.
