Very interesting. So the target audiences were American and
English Jews.
I have Read Illowy's resonsa. They seem learned and well reasoned. I dont know why the Orthodox historians dont make more of him, especially considering how early he is.
Any understanding of the "referring to Ilowy."

I think it means that he authorizes Rabbis Raphall and Illowy to receive applications on his behalf, or something like that (more accurately, they authorized him to use them on his behalf). I did some checking, and saw that "is permitted to refer to" is a fairly common turn of phrase in advertisements of the time -- from an 1872 ad: "he is permitted to refer to James H. Osgood & Co., Lee & Shepard, and Roberts Brothers"
There's a PhD dissertation on Illowy by Moshe Sherman. I don't know what more should be made out of him; it seems the book has already been written!

The school in question would have been the Realschule, of which R. Mendel (my great-great-grandfather) was principal. One of his students, Dorothea Ballin, became his wife. A later student at the school, I have been told, was Dr. Ruth Westheimer.

If I did the calculation right, that £55 comes out to about £4000 or $6600 in today's dollars, which is not cheap, but not the high end of what yeshiva tuition costs today.

there was no tuition crisis as the overwhelming majority of Jews by this point went to public schools. (and I assume that the few private Jewish schools that survived were cheaper than shipping a kid off
to Europe). You won't find one Article from the time decrying high tuition because it was irrelevant.
Incidentally, lesser himself was a strong advocate for Jewish day schools, but no one listened to him
