In Nicaraua, May 1st celebrations have been officially cancelled, we are warned not to shake hands or kiss as greetings, children with flu symptoms are told not to go to school and we are advised not to meet together in groups ...and we have not yet had a single case. I think your idea would have been much easier and the government could have distributed cheep rum and Nicaraguan cigars (and hey, it works as a corporate subsidy too in times of economic crisis). Perhaps there is still time.

Yeah, that's ridiculous. Poverty is OK, but a disease that exacerbates some of the consequences of poverty is not. It's like governments are happy to enforce regulations as long as they don't cost them money. Which, as you say, mandatory rum-drinking & cigar-smoking would not.
