Nagin is insane, but his form of craziness reflects that of the people that elected him, so in that sense, it's democracy in action. It's the same as if a population elects Pat Robertson - certifiably insane, yet representing the "majority" of voters, who are also insane.

And it's a real touchy topic because there have been some cases of the cops busting into the wrong house.

With regards to the case itself I think SCOTUS was right in its' decision but the media did a poor job of reporting it.

The case concluded that EVIDENCE obtained during a no-knock warrant search would be able to be used in a court case.
