Maybe, maybe not. My contacts in the ministry tell me something quite different about Mrs Art Phillips' tenure in Finance.

She's not a problem - they say - but she's a lightweight when if comes to anything beyond gracing the letterhead.

Not exactly (unless someone else is doing the quarterbacking) what City Hall needs I'm afraid.
