This is most reasonable proposal yet -- New York & Boston belong in the same division. (In the 70's, Rangers-Bruins was more intense than Yankees-Red Sox!)

I would adjust scheduling so that every team plays every team at least once a year -- all fans deserve a chance to see the top players/teams.

As for playoff formats, I prefer the current system with reseeding for the semi-finals. Divisional rivalries are better in later rounds (Rangers-Devils '94 was the best series ever!)
