While thinking of fiction, one left leaning author, sniping at SDI, postulated other assets providing real time intel on launches to cover the utter fraud of a space based launch detection system. That part of the system, in fact, exists and works to the dismay of Beijing and Moscow.
Of interest, Il-Jong's impetious launching lost face for Beijing after promises to Washington that they would intervene.

Suppose we observed all the launchings but two? The two stealthed tests. I don't like to think that scenario at all, but in this day of technological leaps... All of the gear that's out there that we know about is bad enough. The gear that's out there that we don't know about is ... I can't think of the word.

Dread, they might mask radar signatures, but infra red and visible tracks are difficult to hide. I suspect there is other data that would compromise its source should it be released, meaning that the US press is salavating with fantasies of finding a leak that they can splash across the headlines.
Back to information warfare, leaked correctly, can make North Korea go looking for another Pueblo on their east coast when they might look to their west...
The Russians have a word, maskirovka, a tactic like slight of hand or misdirection. I'm waiting to see our press played like a violin in the hands of a master soon.
