I do know the oil companies are trying to trying to bend us all over...and insert a gas nozzle up our digestive tract.

In addition to logical inconsistencies, the columnist apparently doesn't have Google. Bexar is "stuck" with an optional program which the law says they "may" (or may not) implement, and that its county commissioners and bipartisan legislative delegation ASKED for. Compounding Henry's error, then the AG and the DA who opposed the law shot it down by threatening to prosecute county workers who administered it. So they aren't really "stuck" with it at all. In fact, for now it's not happening. (Columnists who write silly prose dripping with snark and sarcasm, one should at least be accurate, otherwise, that's what talk radio call in shows are for.)
Naturally, the writer ignores that needle exchanges where they operate are key vehicles for convincing addicts to enter into drug treatment programs, or that learning to protect oneself from disease is part of the "cognitive skills" building process that's necessary to reintegrate junkies into society from what's often their lowest personal moment. The best programs have a great record of reducing deaths by overdose.
For my part, I oppose smoking bans and support needle exchange, so it's hard to know where I'd fit into Mr. Henry's simplistic worldview.

I'm on the fence about needle exchange programs...because that just treats the symptom...and not the cause of drug addiction.
Law enforcement needs to go all out to stop the flow of drugs into this country...and the dealers who create new addicts...need to be severely prosecuted.
Just imagine what a dent the death penalty woud create...for those dealers and distributors caught with very large quantities of drugs.
Those who are bringing the drugs into this country...and creating new addicts...need to pay a steep price...that will send a message of fear through the drug world.
At minimum...the big drug dealers and distributors need to be sent to a very dark hole...never to be seen or heard from again.
Try to cut the flow of drugs...so you don't get any new addicts started on the stuff.
I guess Mr. Henry' assumes that if the risk of contracting disease is lowered more people will use IV drugs. Perhaps it seems more just and fair to him that IV drug users contract dangerous and often fatal diseases.
He apparently isn't considering that diseases like Hepatites and HIV are then spread further into the community affecting people that don't use IV drugs.
His position isn't so much anti drug as it is pro infectious disease.
Best solution for the drug problem is still...
To crack down and make life very hard and painful and short...for drug importers and dealers and distributors.
