Nice work, Chris, although a sad story.
Theory: The FTC isn't interested in enforcing anything that might stifle online marketing -- from spam to adware. After all, advertisers love this stuff and a lot flows through this.

The name and 'mijn documenten' shows a Dutch (Netherlands) person and windowsversion.
He could be a member of http://ep2.nl/ but under the name of MRG. Beware that only the info about the dutch origin is sure, the other information is a guess based on a message of MRG in the formum of http://ep2.nl/ ("Bij Socket1.GetStream gaat het mis:
