I want to second that emotion. I think Kerry would choose great Scrotuses, I mean Scotuses. Or is it Scoti?

News flash: Military promotions have always been political. Bush is just not as good as dressing them up. \
I worry about the Supremes, too. Mostly I worry who Kerry would pick.

Keeper, my point is that Rumsfeld has introduced a political element into military promotions that did not exist before.
Major and Lieutenant Generals have to interview with him at least twice before a promotion is granted (or not granted). Civilians are supposed to oversee the military, not micro manage it.

Micro-Manage always sucks, you are so right on that one. Been there, done that, starred in the micro-managed movie.
But promotions, public or private sectors, all come to down to stuff like that. Congress also plays a big role in that process.
