So is a hatpin (a bit outdated) or as pointed out, a compass. The benefit of the doubt should be given to the student in this case: The Kirpan is a religious object with specific uses outlined. A child coming from a family devout enough to wear a Kirpan is hardly a threat IMHO.
Should suicide vests become the fashion statement of a religion, I would agree that they (suicide vests) should be banned due to their destructive intent. But a 'weapon' for self-defense? Please.

Can Christians wear swords in sheaths?
Jesus said unto the apostles: "...he that hath no sword, let him sell his garment, and buy one". (Luke 22:36)
Jesus instructed Peter: "...Put up thy sword into the sheath...". (John 18:11)
