David, I respect your opinion and the passion with which you express it. I'm happy to learn of the experience in Australia but basically disagree with the message it sends. Condoning substance abuse is not a good way to fight it.

Call yourself progressive? The word junkie is as offensive as faggot to a gay man or the "n' word to an african/american. So you are NOT progressive using language like that.
here in Australia we were the first country to introduce free needle syringe programs and now boast the lowest rate of HIV per capita. HIV has not gotten into our heterosexual community as it has in Canada, USA and many European countries, thus saving many lives and billions of health dollars.
Shame on your government and on you for supporting them.
