Gravatar I'm in agreement with your suggestion, however, it seems to me the easier one would be for a vote to be arrainged so that either the DC vote or the new Utah vote is decisive on a question of final passage. In other words, if a bill cannot pass but for the vote of a representative whos ability to vote on the floor is in doubt that would give anyone standing to challenge the application of the law. This is pretty easy to accomplish in the House and affrords a much more direct route to judicial review.
