But would not Newman's developmental principle of "principle" be at work in the Novus Ordo?

Newman's vitally important principle of "development" is what would give warrant for legitimate organic development of the traditional Roman Rite of the Mass such as the Vatican II document Sacrosanctum Concilium called for. The Novus Ordo, as Ratzinger aptly describes it, is a "rupture" rather than an organic development, a "devastation" rather than an "animation."
