As I understand it, most territorial bodies of bishops (in our case, in the USA) permit a priest with faculties in his home diocese to have reciprocal privileges in any other diocese within said territory. It may even extend beyond to other territories, but I cannot be sure. That a chancery would not respond, is probably because they don't get inquiries like that often, and such is probably the reason.
